Funding for the FILL program is provided by the U.S. Institute of Museum and Library Services under the provision of the Library Services and Technology Act, administered in California by the State Librarian, and by MCLS.

Open to library school students from UCLA or SJSU/Distance Education, FILL is an MCLS program designed to promote public librarianship through paid internships or practica at MCLS libraries. The internship placements last a single school term and students are mentored by professional librarians while completing their internship.
